520	3		_aEste trabajo tiene como objetivo reflexionar sobre las implicaciones de dos modelos de elaboración e implementación de políticas públicas educativas en el proceso de constitución del sujeto político. Así, se consideran el modelo Top Down y el modelo Bottom Up, como dinámicas distintas, pero centrales en la visión de la participación ciudadana en la política pública. El referente teórico-epistémico empleado es el del papel formador del Estado en Antonio Gramsci. La conclusión más destacable de este trabajo es que, siendo la participación ciudadana el eje de pivot en el constructo de políticas públicas educativas, los procesos de subjetivación política tendientes a la autorregulación, la autonomía y la formación de una ciudadanía crítica, se presentarán como resultados primarios en ese contexto.
520	3		_aThe objective of this work is to reflect on the implications of two models of elaboration and implementation of educational public policies in the process of constituting the political subject. Thus, the Top Down model and the Bottom Up model are considered as different but central dynamics in the vision of citizen participation in public policy. The theoretical-epistemic reference used is that of the formative role of the State in Antonio Gramsci. The most remarkable conclusion of this work is that, since citizen participation is the pivot axis in the construction of public policies in education, the processes of political subjectivation aimed at self-regulation, autonomy and the formation of critical citizenship, will be presented as primary results in that context.
